Parliament is the supreme legislative body of a country. Our Parliament comprises of the President and the two Houses—
Lok Sabha (House of the People)
Rajya Sabha (Council of States)

Rajya Sabha is the Upper House of Parliament.
It has not more than 250 members.


Members of Rajya Sabha are not elected by the people directly but indirectly by the Legislative Assemblies of the various States.
Every State is allotted a certain number of members.
No member of Rajya Sabha can be under 30 years of age.

Twelve of Rajya Sabha members are nominated by the President from persons who have earned distinction in the fields of literature, art, science and social service.

Rajya Sabha is a permanent body.
It is not subject to dissolution but one-third of its members retire every two years.
Rajya Sabha was duly constituted for the first time on April 3, 1952 and it held its first sitting on May 13, that year.

There are at present 245 members in Rajya Sabha, distributed among different States and Union Territories as follows:

Lok Sabha elects one of its own members as its Presiding Officer and he is called the Speaker. He is assisted by the Deputy Speaker who is also elected by Lok Sabha.

The conduct of business in Lok Sabha is the responsibility of the Speaker.

The Vice-President of India is the ex-officio Chairman of Rajya Sabha.

He is elected by the members of an electoral college consisting of members of both Houses of Parliament.

Rajya Sabha also elects one of its members to be the Deputy Chairman.

Functions of Lok Sabha and Rajya Sabha

The main function of both the Houses is to pass laws. Every Bill has to be passed by both the Houses and assented to by the President before it becomes law. The subjects over whom Parliament can legislate are the subjects mentioned under the Union List in the Seventh Schedule to the Constitution of India. Broadly speaking, Union subjects are those important subjects which for reasons of convenience, efficiency and security are administered on all-India basis. The principal Union subjects are Defense, Foreign Affairs, Railways, Transport and Communications, Currency and Coinage, Banking, Customs and Excise Duties. There are numerous other subjects on which both Parliament and State Legislatures can legislate.

Under this category mention may be made of economic and social planning, social security and insurance, labor welfare, price control and vital statistics.

Besides passing laws, Parliament can by means of resolutions, motions for adjournment, discussions and questions addressed by members to Ministers exercise control over the administration of the country and safeguard people’s liberties.

Difference between Lok Sabha and Rajya Sabha

(1)
Members of Lok Sabha are directly elected by the eligible voters.
Members of Rajya Sabha are elected by the elected members of State Legislative Assemblies in accordance with the system of proportional representation by means of single transferable vote.

(2)
The normal life of every Lok Sabha is 5 years only while Rajya Sabha is a permanent body.

(3)
Lok Sabha is the House to which the Council of Ministers is responsible under the Constitution. Money Bills can only be introduced in Lok Sabha. Also it is Lok Sabha which grants the money for running the administration of the country.

(4)
Rajya Sabha has special powers to declare that it is necessary and expedient in the national interest that Parliament may make laws with respect to a matter in the State List or to create by law one or more all-India services common to the Union and the States.

As we have seen that states do not have equal representation, thus do you think it will affect the benefits, policy making of central government?

A prominent British imam Dr Usama Hasan has been forced to retract his claims that Islam is compatible with Darwin's theory of evolution after receiving death threats from fundamentalists.

"One man came up to me during the lecture and said 'You are an apostate and should be killed'," Dr Hasan told The Independent. "


Who is Dr. Usama Hasan?
Dr Usama Hasan is a physics lecturer at Middlesex University and a fellow of the Royal Astronomical Society.

Masjid Tawhid is a prominent mosque which also runs one of the country's largest sharia courts, the Islamic Sharia Council.
In January, Dr Hasan delivered a lecture there detailing why he felt the theory of evolution and Islam were compatible
But the lecture was interrupted by men he described as "fanatics" who distributed leaflets claiming that "Darwin is blasphemy".

He was intending yesterday to return to Masjid al-Tawhid, a mosque in Leyton, East London, for the first time since he delivered a lecture there entitled "Islam and the theory of evolution".

But according to his sister, police advised him not to attend after becoming concerned for his safety. Instead his father, Suhaib, head of the mosque's committee of trustees, posted a notice on his behalf expressing regret over his comments. "I seek Allah's forgiveness for my mistakes and apologise for any offence caused," the statement read.

But the imam's apology seems to have done little to resolve the matter.
Earlier this week, the group issued a statement saying that Dr Hasan had been dismissed from his position as vice-chairman and imam at the mosque, and describing his views as a "source of antagonism in the Muslim community".
Neither he nor his father were present at the meeting that voted for his dismissal.

This is reason one has to be very careful to whom you are inviting to your country?

Manning will be stripped of his clothing every night as a “precautionary measure” to prevent him from injuring himself, an official at the Marine brig at Quantico, Va.

Private Manning’s lawyer, David E. Coombs, first complained in a blog posting on Thursday that his client had been stripped the previous night, and wrote on Friday that it had happened again. He criticized the measure as an unjustified “humiliation” of his client.

Private Manning will also be required to stand outside his cell naked during a morning inspection, after which his clothing will be returned to him, said a Marine spokesman, First Lt. Brian Villiard.

“Because of recent circumstances, the underwear was taken away from him as a precaution to ensure that he did not injure himself

Lieutenant Villiard said the new rule on clothing, which would continue indefinitely, had been imposed by the brig commander, Chief Warrant Officer Denise Barnes.
He said that he was not allowed to explain what prompted it “because to discuss the details would be a violation of Manning’s privacy.”

If same thing is done by other nations then it becomes big issue.

If they believe that Manning may commit suicide or harm himself then why you are keeping him naked, start his treatment under doctors; let him meet his friends, family who can give him support.
Keep him in a cell which is monitored 24 hours; keep guards with him 24 hours.

Why to keep a person a naked for 7 hours a day?

In UPA government DMK got 18 Member of Parliament and then Trinamool Congress of Mamta got 19 Member of Parliament members.

The Dravida Munnettra Kazhagam (DMK) decided to pull out of UPA Government at the Centre and withdrew its ministers from the Cabinet.


The DMK said it will provide only issue-based support to the UPA Government.

The DMK has six ministers in the Union Cabinet. They are:

2.MK Alagiri - Chemicals and Fertlisers

3.SS Palanimanickam - Minister of State, Finance

4.D Napoleon - Minister of State, Social Justice and Empowerment

The DMK has signed electoral pacts with five parties involving more than 50 seats:

Ibuprofen Reduces Risk of Developing Parkinson's disease

A new study by Harvard School of Public Health (HSPH) researchers shows that adults who regularly take ibuprofen, a non-steroidal anti-inflammatory drug (NSAID), have about one-third less risk of developing Parkinson’s disease than non-users.


“There is no cure for Parkinson’s disease, so the possibility that ibuprofen, an existing and relatively non-toxic drug, could help protect against the disease is captivating,”

Parkinson’s disease, a progressive nervous disease occurring generally after age 50
It is hypothesized that ibuprofen may reduce inflammation in the brain that may contribute to the disease.

In the new study, Ascherio, lead author Xiang Gao, research scientist at HSPH and associate epidemiologist in the Channing Laboratory at Brigham and Women's Hospital, and colleagues analyzed data from nearly 99,000 women enrolled in the Brigham and Women’s Hospital-based Nurses’ Health Study and over 37,000 men in the Health Professionals Follow-Up Study.

The researchers identified 291 cases (156 men and 135 women) of Parkinson’s disease during their six-year follow-up study (1998-2004 in women; 2000-2006 in men). Based on questionnaires, the researchers analyzed the patients’ use of ibuprofen (e.g. Advil, Motrin, Nuprin), aspirin or aspirin-containing products, other anti-inflammatory pain relievers (e.g., Aleve, Naprosyn), and acetaminophen (e.g., Tylenol). (Although not an NSAID, acetaminophen was included because it’s similarly used to treat pain.) Age, smoking, diet, caffeine, and other variables also were considered.

“We observed that men and women who used ibuprofen two or more times per week were about 38% less likely to develop Parkinson’s disease than those who regularly used aspirin, acetaminophen, or other NSAIDs,” Gao said. “Our findings suggest that ibuprofen could be a potential neuroprotective agent against Parkinson’s disease, however, the exact mechanism is unknown.”

These findings raise hope that a readily available, inexpensive drug could help to treat Parkinson’s disease. “Because the loss of brain cells that leads to Parkinson’s disease occurs over a decade or more, a possible explanation of our findings is that use of ibuprofen protects these cells.
If so, use of ibuprofen could help slow the disease’s progression,” Gao said.

The findings do not mean that people who already have Parkinson’s disease should begin taking ibuprofen, Ascherio added. “Although generally perceived as safe, ibuprofen can have side effects, such as increased risk of gastrointestinal bleeding. Whether this risk is compensated by a slowing of the disease progression should be investigated under rigorous supervision in a randomized clinical trial,” he said.

Support for the study was provided by the National Institutes of Health’s (NIH) National Institute of Neurological Disorders and Stroke and the Intramural Research Program of NIH’s National Institute of Environmental Health Sciences.

The study will be published online March 2, 2011, in Neurology and is scheduled to appear in the March 8, 2011, print issue.

Vikramaditya Singh is the owner of Orion Telecom Networks in Delaware.


He was caught in a federal sting operation selling military grade micro wave radios to Iran. He was targeted by undercover agents of US Homeland Security in Philadelphia as a follow-up to a sting involving Iranian arms broker Amir Ardebili.

On November 23, 2010, Singh pleaded guilty to one count of attempting to export to Iran digital micro wave radios without the required authorization from the Office of Foreign Asset Control, Department of the Treasury.

District Chief Judge Gregory M Sleet sentenced Vikramaditya Singh of Fountain Hills, Arizona, to three years' probation, including six months' home confinement, and a $100,000 fine
The sentence means he will be deported to India.

Assistant US Attorney Robert F Kravetz had sought a sentence of 18 months.
He said Singh's conduct was "not merely careless or a product of poor judgment but knowingly unlawful," in part because Singh knew from his business dealings that the radios involved were also deployed on US military bases.

I think now India will get one more Political Leader.

The Office of the United States Trade Representative (USTR) spotlighted with concern more than 30 Internet and physical markets that exemplify key challenges in the global struggle against piracy and counterfeiting.

The Notorious Markets review identifies markets that are particularly prominent examples of notorious markets in each category, and does not constitute an exhaustive list of all notorious markets around the world.


Inclusion in the Notorious Markets List does not reflect a finding of a violation of law or the United States Government’s analysis of the general IPR protection and enforcement climate in the country concerned; such analysis is contained in the annual Special 301 Report issued at the end of April.

The Notorious Markets List was previously included in the annual Special 301 Report. However, the 2010 Joint Strategic Plan on Intellectual Property Enforcement stated that USTR, in coordination with the office of the Intellectual Property Enforcement Coordinator, was to initiate an interagency process to assess opportunities to further expose and potentially expand on the notorious markets list in an effort to increase public awareness and guide related trade enforcement actions.

As a result of that process, USTR has concluded that it can further expose the notorious markets list by initiating a separate, dedicated request for comments and publishing the list independently from the annual Special 301 Report in which it has previously been included.

The Special 301 Subcommittee received and reviewed written submissions from the public concerning potential examples of Internet and physical notorious markets.

The Notorious Markets List released today is the result of this effort. Public submissions may be viewed online at www.regulations.gov, Docket number USTR-2010-0029.

These are online services engaged in “deep linking” to allegedly infringing materials, often stored on
Third-party hosting sites.

Baidu:
Baidu recently ranked as the number one most visited site in China, and among the top ten in the world.

Business-to-business (B2B) and business-to-consumer (B2C) websites have been cited by industry as offering a wide range of infringing products (such as cigarettes, clothing, manufactured goods, pharmaceutical products and sporting goods) to consumers and businesses while maintaining intellectual property policies that are inconsistent with industry norms.

Taobao:
While recognizing that Taobao is making significant efforts to address the availability of infringing goods through its website, it still has a long way to go in order to resolve those problems. Taobao recently ranked in the 15 most visited sites in the world, and in the five most visited sites in China.

BitTorrent indexing BitTorrent indexing sites can be used for the high speed location and downloading of allegedly infringing materials from other users. The sites identified below illustrate the extent to which some BitTorrent indexing sites have become notorious hubs for infringing activities, even though such sites may also be used for lawful purposes.

ThePirateBay:
ThePirateBay recently ranked among the top 100 websites in both global and U.S. traffic, and has been the target of a notable criminal prosecution in Sweden.

IsoHunt:
Canada-based IsoHunt, which has been subject of civil litigation in both Canada and the U.S., recently ranked among the top 300 websites in global traffic and among the top 600 in U.S. traffic. Btjunkie: This site is among the largest and most popular aggregators of public and non-public “torrents,” which find and initiate the downloading process for a particular file. Kickasstorrents: Another popular indexing site, notable for its commercial look and feel. torrentz.com: This site is a major aggregator of torrents from other BitTorrent sites.

BitTorrent trackers
BitTorrent tracker sites can also be used for the transfer of allegedly infringing material by directing Users to those peers sharing the infringing content. Supreme Court Verdict Appointment of PJ Thomas as CVC head is illegal – PJ Thomas Resigned from post of CVC

The Supreme Court has ruled that PJ Thomas' appointment as Central Vigilance Commissioner (CVC) is illegal.

Law Minister Veerappa Moily said that Thomas had resigned after the verdict of Supreme Court of India.

Now PJ Thomas does not need to resign from his post, as already his services are terminated.
Now the certified copies will go to the concert department of government of India and they will follow the orders.

The Supreme Court has ruled that PJ Thomas' appointment as Central Vigilance Commissioner (CVC) is illegal.

Who selected the Thomas as CVC head?
PJ Thomas was selected in September by the Prime Minister and Home Minister. The third member of their committee, Leader of the Opposition, Sushma Swaraj

Sushma Swaraj opposed the appointment of Thomas.

PIL was filed in the Supreme Court of India.
The PIL had claimed that Thomas was not a person of impeccable integrity.
CVC is the department which is called as anti corruption watchdog.
The SC observed that Thomas is a person who is tainted as he was an accused in the palmoline export scam in Kerala.

The Supreme Court said that the high-powered committee's recommendation on appointment of Thomas "does not exist in law".

The committee, for whatsoever reason, failed to consider relevant material recommending action against Thomas, the court observed.

The court also rejected the Government's argument that the CVC's appointment was not under the jurisdiction of the court and added that future appointments to the post should not be restricted to civil servants alone; that people of impeccable integrity from other fields should be considered as well.

The Supreme court said, "Touchstone for the appointment of the CVC is the institutional integrity as well as the personal integrity of the candidate."
Now congress has to answer, what is the reason they have selected him for this post of CVC or what ever may be reason.

Its failure of Planning, It’s a failure of appointment procedure, thus the appointment procedure of the CVC should be changed and only highly clean people should be given opportunity to work as CVC.

Appointment of P J Thomas as CVC Cancelled by President

Eleven days back Supreme Court quashed the appointment, Selection of P J Thomas as Central Vigilance Commissioner.

The Supreme Court had on March three quashed the appointment of Thomas as CVC, saying the recommendation made by the HPC did not consider chargesheet relating to a corruption case pending against him.

A Rashtrapati Bhavan spokesperson said in a brief statement that "the President has signed the warrant of cancellation of appointment of P J Thomas as CVC today."

Now government of India can start to look for the new Central Vigilance Commissioner

Review, Story of the Movie – Namkeen

Basi roti achar ke saath de Dena – Says it all

Three unmarried sisters live in a remote village in Himachal Pradesh with their old mother, Jugni (Waheeda Rehman)
A truck driver Gerulal that is Sanjeev Kumar moves into a hilly town.
He is single, alone and needs a home to stay.
The owner of hotel Dhaniram where Gerulal has meals daily takes down to a house in remote part of town.
The house is owned by Jugni who stays with her three unmarried daughters.

Direction is great, how the Indian village people live is shown exactly the way it is , today also in Year 2011 nothing has changed much for village people.
Exception is Mobile phone I think.

In Beginning Gerulal finds it difficult to stay with old lady and her three unmarried daughters but slowly they start to understand each other.
He becomes a protective guardian to Chinki (Kiran Vairale), a compassionate friend to Mithu that is Shabana, who can not speak and he falls in love with Nimki that is Sharmila Tagore.
When Mithu was young her father kidnaps her to make her a dancer just like her mother, but when she returns to her home, to her mother no one knows exactly what happened with her.

He never tells her that he loves her but expressions say it and when leaves her that final moment he tells her that he loves her, beautiful emotional scene.
He proposes to Nimki.
But she turns down his proposal citing the responsibility of her sisters and her mother, and asks him to marry Mithu instead - a request he cannot comply with.
On other part Mithu also thinks that Gerulal is made for her and dreams about him.
After Gerulal leaves she dies because of grief and pain.

When he gets news of his maternal grandmother's passing, he leaves and does not return for several months. When he returns, nothing and no one is the same anymore.
He comes to know that Mitthu lost her mental balance and committed suicide.
Jugni died of the shock
Chinki joined her father's troupe.
Gerulal rushes back to Jugni's old house to find Nimki, alone and aged beyond her years, almost a reflection of her mother.
This time, he takes her away with him.

The film was released on Doordarshan, India's National TV network in 1982 as it did not find any distributors

In 1998 DVD was released but the end is edited and changed.

I will say Namkeen is a movie which justifies the name, a great realistic drama.
Namkeen means mix of all tastes sweet and salty and with little bit spicy.

The election commission of India has announced the dates for election in 5 states.
Polling will be held using Electronic Voting Machines.


1. Tamil Nadu - votes on April 13 - No. of assembly constituencies 234
2. Kerala - votes on April 13 – No. of assembly constituencies 140
3. West Bengal - votes on six days, starting April 18,23,27, May 3,7,10 - No. of assembly constituencies 294
4. Assam - votes on April 4 and April 11 - No. of assembly constituencies 126
5. Puducherry - votes on April 13 - No. of assembly constituencies 30

In west Bengal polling will be held in six phases.

Counting of votes for all states will take place on 13th May 2011.

As the schedule was announced by the chief election commissioner S Y Quraishi.
Now the model code of conduct has come into force immediately as dates are out.

Which Non Resident Indians are eligible to register and vote in these elections?
Must fulfill following conditions to vote –

1. Completed 18 years of age as on January 1 of the year.

2. He is staying in foreign land but he has not acquired citizenship of a foreign country.

3. He should be citizen of India.

If NRI fulfills above conditions he can make an application for being registered as a voter, and the passport will decide in which constituency he will be registered. In passport the person’s place of residence is mentioned.

The NRI voters now can submit the application directly or by post to the electoral registration officer of the constituency within which the place of residence is mentioned in the passport.

As per the rules Now NRI can vote, and automatically they get right to stand for elections.
According to the Representation of the People Act, once a person is registered as a voter, he automatically has a right to contest polls also.

In past when Indian citizens did not stay in India , if he goes outside India and stays there more than six months then his name from the voters list was deleted.

But now they can vote in these elections.

Lets see which Non Resident Indian becomes first to vote in these elections.

Who knows any smart Non Resident Indian can stand for Election and I am sure there are chances if he stands for elections he will win that election.

In these elections if he stands then forever his name will be written in the history books.

Tamil Nadu Polls only holders of voters slip or Elector’s Photo Identity Card (EPIC) will be allowed to vote

The Election Commission has made it clear that voters would be allowed to exercise their franchise in the April 13 Tamil Nadu assembly polls either by displaying Elector’s Photo Identity Card (EPIC) or by using voters slip.

Stating that voter’s slip would be distributed door-to-door, he said the process would begin on April 1 in Chennai as the printing of slips were underway.

"They have to either bring the EPIC card or the voter’s slip to the polling booth for casting their vote," Chief Electoral Officer Praveen Kumar told

Kumar added posters carrying slogans such as "Say Yes to Vote, No to Money" both in English and Tamil, would be pasted at important places to urge people to desist from accepting cash to cast their votes.

DMK in its manifesto has assured of free grinders or mixers and laptops for students, AIADMK has said it would give 20 kgs of rice besides providing free grinders, mixers and fans for voters.

Asked about the manifestos of some political parties that promise freebies such as grinders, mixies and laptops, Kumar said the EC does not play a role in such issues.

A total of 4,734,991 Americans served in the military during World War I.

On Nov. 11 the 90th anniversary of the signing of the armistice — Buckles was recognized by the secretary of the Department of Veterans Affairs as “our last living link” to World War I.


Frank Buckles, the last surviving American World War I veteran, passed away at the age of 110.

Frank Buckles marked his 110th birthday on February 1.
He was born Feb. 1, 1901 on a farm near Bethany, Mo.

“I always knew I’d be one of the last because I was one of the youngest when I joined,” Buckles, then 107, told the New York Daily News. “But I never thought I’d be the last one.”

Susannah Buckles Flanagan age 55 said her father Mr. Buckles, a widower, died of natural causes on his West Virginia farm, where she had been caring for him.
At 12:15 a.m. Sunday, he summoned his live-in nurse to his bedroom. As the nurse looked on, Flanagan said, Mr. Buckles drew a breath, and his eyes fell shut.

Buckles was the living history book of World War I, he saw everything, and he experienced everything.

In April 1917 United States entered in WWI.
At the tender age of 16, Buckles left his school, to join American forces.
But he was rejected by Marine and Navy recruiters

Then he decided join Army, when the recruiter asked to see his birth certificate, Buckles said Missouri didn’t keep birth records when he was born and the only record was what was written in the family Bible.
Buckles lied to join army about his age and he became successful in that.
Buckles enlisted on Aug. 14, 1917, serial number 15577 and went through basic training at Ft. Riley, Kan.

At the age of 16, he witnessed the European theatre of World War I, serving in the United States Army as an ambulance driver.
In World War II, he became a Prisoner of War in the Philippines and was imprisoned for 39 months.
