Dear Mr. Patel:
During our January 17 - February 3, 2011 inspection of your pharmaceutical manufacturing facility, Cadila Healthcare Limited, located at Sarkhej Bavla N.H. No.8 A, Moraiya, Tal: Sanand, Dist. Ahmedabad, Gujarat, India, investigators from the Food and Drug Administration (FDA) identified significant violations of Current Good Manufacturing Practice (CGMP) regulations for Finished Pharmaceuticals, Title 21, Code of Federal Regulations, Parts 210 and 211.

These violations cause your drug products to be adulterated within the meaning of section 501(a) (2) (B) of the Federal Food, Drug, and Cosmetic Act (the Act) [21 U.S.C. § 351(a) (2) (B)] in that the methods used in, or the facilities or controls used for, their manufacture, processing, packing, or holding do not conform to, or are not operated or administered in conformity with, CGMP.

We have reviewed your firm’s response of February 10, 2011, and note that it lacks sufficient corrective actions.

Specific violations observed during the inspection include, but are not limited, to the following:

1. Your firm’s laboratory records fail to include complete data derived from all tests necessary to assure compliance with established specifications and standards [21 C.F.R. § 211.194].

For example,

a. Your microbiologists reported the MA 5 and MA 6 microbiological plates as “nil” while each plate contained one (1) colony forming unit (CFU).

On January 21, 2011, the FDA investigator observed the microbiological plates, MA 5 and MA 6, from air sampling locations in the Class 100/Grade A laminar air flow cabinet in the Microbiology Lab. Each microbiological plate contained one (1) CFU/m3.

Your microbiologists reported these microbiological plates as “nil” on your form FM/QC/252-9 Quality Control Department Record of Environmental Monitoring of Microbiology Laboratory.

However, the action limit for these sample locations is 1 CFU/m3 which requires an investigation per your procedure SOP/QC/049 entitled Environment Monitoring of Aseptic Area by Settle Plate, Air Sampling, Surface Sampling (RODAC Plate) and Personnel Hygiene for Viable Count.

The results as originally reported on your form FM/QC/252-9 would not have prompted an investigation.

b. The microbiological growth found on settle plate MS 4 was incorrectly identified and reported as a typical microorganism when compared against your firm’s library/photographs of typical environmental flora.

Your microbiologists identified the growth on the MS 4 plate as typical flora. However, the FDA investigator found that when compared with your normal environmental flora, the growth should have been reported as atypical since the microorganism identified is not included in firm’s library/photographs of typical environmental flora.

Your written procedure SOP QC/049 requires further identification of microbial growth not included in your firm’s library/photographs. The results originally reported on your form FM/QC/252-9 (typical flora) would not have prompted further identification.

Your response recognized that the microbiologists should have classified the MS 4 microorganism as atypical. Moreover, your response indicated that an investigation was performed and microbiologists were retrained. You stated that as part of your corrective actions two microbiologists will observe counts for three months to “rule out any possibility of erroneous reporting.”

However, during the inspection, the FDA investigator observed two microbiologists reading plates and recording data. Therefore, your corrective action plan does not adequately address the observation, nor does it appear to improve on current practices for reading plates and recording data. Additionally, the revised form used to document the microbiologist observation lacks appropriate identification of the microbiologist performing the task at the time of the final reading of the plates.

You are responsible for the accuracy and integrity of the data generated by your firm. We are concerned that trained microbiologists employed by your firm were unable to accurately identify microbial growth on environmental monitoring plates.

Additionally, there is no assurance that such errors have not occurred previously (during the manufacture of exhibit batches for application products pending with FDA). Provide a more comprehensive corrective action plan to ensure the integrity of all data used to assess the quality and purity of all drugs manufactured at your facility, including any registration lots.

Accurate and reliable microbiological data is essential to support the aseptic processing operations used during the manufacturing of sterile finished drug products intended for distribution in the United States.

Your response includes retraining documentation related to identifying environmental isolates as typical/atypical and observation of microbial growth, as well as retraining on SOP QC/049. According to information provided to the FDA investigators during the inspection, the Microbiology Laboratory is staffed by (b) (4) microbiologists. The training attendance sheets in your response do not include the same individuals.

For example, 10 QC personnel attended the training on observation and counting of colonies on environmental monitoring plates held on January 22, 2011; and, only 8 QC personnel attended the training on identifying typical/atypical environmental isolates during environmental monitoring plate observation.

Explain this discrepancy and provide documentation confirming that all employees have been retrained. Additionally, provide documentation of specific training offered to all employees regarding the importance of following CGMP, and ensuring that they accurately report all required tests.

2. Your firm has not established or followed appropriate written procedures designed to prevent microbiological contamination of drug products purporting to be sterile [21 C.F.R. § 211.113(b)].

For example,

a. Your firm’s environmental monitoring is inadequate in relation to personnel monitoring.

Our investigators found that gowns worn by operators working in the aseptic processing areas are only monitored (b) (4) per week. Additionally, gloves are only monitored at the (b) (4) the shift. We are concerned with the fact that operators performing critical operations may not be adequately monitored. Therefore, there is no assurance that your environmental monitoring program is capable of detecting all microbiological contaminants.

Since personnel can significantly affect the quality of the environment, a robust personnel monitoring program should be in place in order to be compliant with CGMPs. Your response indicates that SOP/QC/049 was revised to require additional monitoring of gloves after (b)(4) for personnel involved in aseptic connections on filling line and filtration activities apart from regular monitoring at the (b)(4) of the shift.

It is your responsibility to ensure that all personnel involved in aseptic processing are properly monitored on a daily basis, or in association with each lot. We acknowledge that SOP/QC/049 has now been revised to require sampling of gowns per (b) (4)/per (b) (4).

b. The technician performing the air sampling held the probe close to the HEPA filter face rather than (b) (4) as specified in section 4.5 of your written procedure SOP/QC/049.

During the inspection, the investigators were provided with retraining records for technicians performing active air sampling.

Your responses and corrective actions related to items 2a and 2b of this letter failed to indicate the disposition of exhibit batches that were manufactured during the time when personnel and air sampling monitoring was inadequate. Provide information on the disposition of these batches.

The violations cited in this letter are not intended to be an all-inclusive statement of violations that exist at your facilities. You are responsible for investigating and determining the causes of the violations identified above and for preventing their recurrence and the occurrence of other violations. If you wish to continue to ship your products to the United States, it is the responsibility of your firm to ensure compliance with all U.S. standards for CGMP and all applicable U.S. laws and regulations.

Until all corrections have been completed and FDA has confirmed corrections of the violations and your firm’s compliance with CGMP, FDA may withhold approval of any new applications or supplements listing your firm as a drug product manufacturer. In addition, failure to correct these violations may result in FDA refusing admission of articles manufactured at Cadila Healthcare Limited located at Sarkhej Bavla N.H. No.8 A, Moraiya, Tal: Sanand, Dist. Ahmedabad, and Gujarat, India, into the United States. The articles are subject to refusal of admission pursuant to section 801(a)(3) of the Act [21 U.S.C. § 381(a)(3)], in that, the methods and controls used in their manufacture do not appear to conform to Current Good Manufacturing Practice within the meaning of section 501(a)(2)(B) of the Act [21 U.S.C. § 351(a)(2)(B)].

Within fifteen working days of receipt of this letter, please notify this office in writing of the specific steps that you have taken to correct violations. Include an explanation of each step being taken to prevent the recurrence of violations and copies of supporting documentation. If you cannot complete corrective action within fifteen working days, state the reason for the delay and the date by which you will have completed the correction. Please identify your response with FEI #3002984011.

List of Treasure Found in Six Hidden rooms in Padmnabhaswamy temple estimated to be more than Rs.1 Lakh Crore

Currently media has reported that ancient Shri Padmnabhaswamy temple in Thiruvananthapuram is the richest in the world.
Treasure estimated at over Rs. 1 lakh Crore has been found in five of the six chambers of the 16th century temple.


Shri Padmnabhaswamy temple in Thiruvananthapuram houses a sleeping idol of Lord Vishnu.
Padmanabhaswamy, an incarnation of Lord Vishnu, is the presiding deity at the temple.

January 31 Kerala High Court ordered that state should take over the trust and management of the temple after that the heir of erstwhile king of Travancore Raja Rama Varma filed a petition challenging this order.

The Supreme Court on Wednesday said that unearthing process of treasure trove inside Padmanabhaswamy Temple in Kerala should be filmed and photographed.

It’s said that after 150 Years on the orders of Supreme Court of India the vaults were opened.

The chambers were opened on the instructions of the Supreme Court after a city lawyer alleged poor security and mismanagement by the trust that handles the temple.

As per law deity is the owner of this all treasure found in a temple.

Supreme Court has appointed a seven-member panel to generate an inventory of the temple's underground rooms, chambers leading to the discovery of a vast hidden collection of riches.
The panel is preparing an inventory list of all the valuables inside six different chambers.

The members include 2 former Kerala High Court Judges; representatives of government and the royal family trust which runs the temple are also present.

First panel will make an inventory, it will be given to Supreme Court of India and then the real value of each item will be finalized and we will come to know exact figure.

It’s good that Supreme Court of India is monitoring the treasure; otherwise we do not trust anyone.

Supreme Court Bench of justice R V Raveendran and justice A K Patnaik asked the Archaeological Survey of India [ASI] to suggest the steps that can be taken to protect the treasure and also where it can be safely kept.

Treasure worth Rs. 100,000 Crore was recently found in secret chambers on temple land.

1. Crowns of erstwhile kings

2. 17 kg of gold coins

5. Sack full of diamonds

6. Thousands of pieces of antique jewellery

7. Golden vessels

8. Donations made by traders, pilgrims and various royal families

9. Executive Officer at Sri Padmnabhaswamy Temple VK Harikumar said precious materials including rare and valuable gems have been found in these chambers especially in chamber A which is centuries old.

10. The treasure is now worth Rs. 1 lakh Crore and counting

11. Antique gold ornaments

12. Belgian gems including diamonds, navaratnas

13. Antique coins from Rome

14. Gold coins of the East India Company

15. Idol of Lord Vishnu made of gold and precious stones

Supreme Court Restrains government from appointing tribal’s as special police officers, Salwa Judum" to counter fight against Maoists

The petition was filed in Court by sociologist Nandini Sundar, historian Ramachandra Guha, former bureaucrat E A S Sarma and others seeking a direction to the state government to refrain from allegedly supporting Salwa Judum.



The court order came in the wake of this petition filed by Nandini Sundar.

According to media reports even minors were appointed as SPO.

A Supreme Court bench comprising justices B Sudershan Reddy and S S Nijjar said that
The appointment of tribal youths as the special police officers SPOs is 'unconstitutional.

The special police officers have been given the name Koya Commandos after that of a tribe in the Dantewada region.

The bench ordered that Chhattisgarh government and the Centre should desist from appointing the tribal’s as Special Police Officers (SPOs) and arming them for countering the Naxals in any manner directly or indirectly.

The court directed the Chhattisgarh government to recover all the firearms given to SPOs along with the ammunition. It directed the central government to ensure that its finances are not used for funding such illegal activities.

State government had appointed more than 4500 tribal youths as Special police officers taken from "Salwa Judum" or "Peace March" movement started by the State government in 2005.

The court had also questioned the training programme of the SPOs.

State government paid them only monthly salary of Rs.1500 that is monthly salary of only $ 30 to $35 American dollars.

During the hearing Court said that "You are playing with the so called SPOs. What will happen if they turn against the state? God save this country,"

Swami Agnivesh was attacked by a group of people - allegedly consisting of SPOs and Salwa Judum volunteers - when he was visiting a Naxal region near Dantewada with activists of the Art of Living of Sri Sri Ravi Shankar.

The issue of attack on Swami Agnivesh was brought before the court in the month of April this year.

Bench ordered a Central Bureau of Investigation (CBI) probe into an attack on social activist Swami Agnivesh in a tribal area of the state March 23, 2011.

Supreme Court Appoints SIT Special Investigation Team to probe black money

The Supreme Court appointed a two-member Special Investigation Team (SIT) to probe the black money issue.
Supreme Court appointed a two-member Special Investigation Team (SIT) headed by former apex court judge BP Jeevan Reddy and former Supreme Court judge MB Shah to investigate the black money issue.
The team will also include chiefs of the Intelligence Bureau (IB) and Research and Analysis Wing (RAW).


A bench comprising Justices B. Sudershan Reddy and S.S. Nijjar directed that the High-Level Committee (HLC) constituted by the government to look into the issue of black money would “forthwith” be a part of the SIT.

Government had constituted HLC headed by the Revenue Secretary.
It included directors of CBI, Intelligence Bureau, Enforcement Directorate, Chairman of CBDT, and Director General of Revenue Intelligence, Director General of Narcotics Control, Director of Foreign Intelligence Office (FIO) and Joint Secretary of Foreign Trade.

The Supreme Court bench also directed the government to disclose the names of all the persons who have been issued show cause notices by the authorities in connection with the probe into the black money issue.
The bench directed the government to issue notification forthwith regarding the appointment of SIT and ordered that government machinery to cooperate with it.

Former Supreme Court judge BP Jeevan Reddy will head the SIT team.
SIT will find the black money kept outside India and then SIT will bring it back that money.

Justice Jeevan Reddy had been elevated to the apex court in October 1991 and retired in March 1997.
Justice M.B. Shah had become an apex court judge in December 1998 and retired in September 2003.


The bench while hearing the petition said that,
We must express serious reservation on the steps taken by the government...It’s clear to us that investigation was completely stalled and expedited only after the court’s intervention.

“It was only upon this court’s insistence that proper investigation was conducted,” the bench said while referring to Pune stud farm owner Hasan Ali Khan’s case.

The court passed the order on a petition filed by eminent jurist Ram Jethmalani and others seeking directions to the government to track black money stashed away abroad and bring it back.

According to the 2011 salary report released Friday shows annual salaries at the White House for 2011 total $37.1 million, compared with $38.8 million in 2010.



2. The report shows that the number of staff employed by the White House fell to 454 from 469.

3. In total, the 454 White House staffers earn a payroll of $37,121,463

4. One out of every three White House employees makes at least $100,000 a year

5. President Obama’s annual salary is $400,000.

6. Obama himself earns $400,000, double the $200,000 President Clinton earned annually during his eight years in office.

7. The highest-paid White House employees include current press secretary Jay Carney, counterterrorism czar John Brennan, speechwriter Jonathan Favreau and Chief of Staff Bill Daley. Each will be paid $172,200 in 2011.

8. Names who don't appear in the 2011 report include former White House press secretary Robert Gibbs and senior adviser David Axelrod, both of whom were paid $172,200 in 2010. Both left the administration.

9. The president pays his “body man” Reggie Love $102,000, his adviser on faith-based issues Josh Dubois $100,000, and his manufacturing adviser Ron Bloom $163,000.

10. 141 people are paid more than a $100,000 per year in the Obama White House

Navy commander Adm. Vladimir Vysotsky said that Russia will transfer the K-152 Nerpa attack submarine to India on a 10-year lease by the end of 2011.He said that “The Indian crew is absolutely prepared for operating the submarine,”

Last month, a top official of the Defense Cooperation Service said the Indian naval crew was already on board the K-152 Nerpa nuclear submarine and was carrying out pre-delivery trials on the high seas.


India will pay between $650 to $900 million for a 10-year lease of the 12,000-ton K-152 Nerpa, an Akula II class nuclear-powered attack submarine.

Akula II class vessels are considered the quietest and deadliest of all Russian nuclear-powered attack submarines.

In January 2004 India and Russia signed the lease contract estimated at some $900 million.
The Nerpa was scheduled to be introduced into the Indian Navy as INS Chakra by mid-2008 but one accident delayed that process.

On November 8, 2008, while the Nerpa was undergoing sea trials, in the Sea of Japan its onboard fire suppression system activated, releasing a deadly gas into the sleeping quarters.
Three crewmembers and 17 shipyard workers were killed.
There were 208 people, 81 of them submariners, onboard the vessel at the time.

Following repairs, which cost an estimated 1.9 billion rubles ($65 million), the submarine had been cleared for final sea trials.

K-152 Nerpa is nuclear-propelled but it will not be armed with its long-range nuclear-tipped missiles due to the Missile Technology Control Regime (MTCR).
The Nerpa will be armed with torpedoes and 300-km Klub-S cruise missiles.

Why India is leasing K-152 Nerpa Nuclear Submarine from Russia?

Important reason is that Indian Navy will get hands-on training to operate the nuclear submarines, the Nerpa will be used to provide protection to INS Arihant, which will be the launch platform for nukes after it becomes operational.
INS Arihant will become operational by 2012.
INS Arihant is presently berthed under a shed at the Ship Building Centre (SBC) near the Naval Dockyard in Vishakhapatnam and will undergo all the standard harbour and sea trials common to all nuclear submarines.
The crew has been trained at the Kalpakkam training nuclear reactor and in Russia

INS Chakra is expected to be commissioned into the Indian Navy before October 2011

The Central Bureau of Investigation (CBI) Friday registered a criminal case against eight people.
The case has been registered against following eight DGH officials –

1. then director general Sibal

2. then chief geologist D.K. Rawat

3. then advisor (geophysics) S.K. Jain

4. then head of accounts K.A. Murli

5. then advisor contracts Anurit Sahi

6. then manager (finance and accounts) T.S.L.N. Reddy

7. then chief chemist Savendra Gupta

8. the private company, G X Technology's manager exploration Sujata Subramaniam.



The Directorate General of Hydrocarbons (DGH) is the technical arm of the Oil Ministry that supervises licenses and permissions for private operators.

According to a Comptroller and Auditor General report V K Sibal gave undue favors to RIL and permitted the company to inflate its 'development costs from $2.47 to 8.84 billion - in the capital expenditure of RIL's exploration project in the Krishna Godavari Basin. This affected the revenue of government of India that is the revenue of all the Indian citizens.

The Central Bureau of Investigation (CBI) has filed an FIR against former director general of Hydrocarbons VK Sibal on charges of allegedly scuttling an enquiry by CVC on discrepancies in oil exploration operates and contracts executed by domestic and foreign players.

The CBI had said that Sibal, while serving as the DGH, had delayed the CVC enquiry in which the anti-corruption watchdog had found that he had extended "undue favours to private companies in grant of extension in exploration contracts".

He is also accused of allegedly misusing his official position to favor oil companies including Reliance Industries Limited (RIL) and a foreign entity.

On Friday CBI officers conducted raids at 15 places across New Delhi, Noida and Dehra Dun. Sibal's residence in Noida.

What is Progeria?


Progeria, also known as Hutchinson-Gilford Progeria Syndrome (HGPS), is a rare, fatal genetic condition characterized by an appearance of accelerated aging in children.
All children with Progeria die of the same heart disease that affects millions of normal aging adults (arteriosclerosis), but instead of occurring at 60 or 70 years of age, these children may suffer strokes and heart attacks even before age 10.
Remarkably, the intellect of children with Progeria is unaffected, and despite startling physical changes in their young bodies, these extraordinary children are intelligent, courageous, and full of life.

Rapamycin is used in experiments on children suffering from Hutchinson-Gilford Progeria Syndrome (HGPS), a rare genetic condition in which ageing is hyper-accelerated
HGPS suffering patient dies at the age of 12 because of old age.

Rapamycin cleaned the cells of progerin, which swept away the defects and left healthy cells.

What is Progerin?
HGPS starts process whereby a protein called progerin builds up in every cell of the body, causing them to age prematurely.
In 2003, government researchers discovered that the disease is caused by a mutation in the gene for a protein called Lamin A, which helps maintain the normal structure of a cell's nucleus. As a result of the mutation, the cells produce a toxic protein called progerin, which has also been found to accumulate at a much slower rate in normal cells as they age.

In the new study, Cao and her colleagues treated cells from three progeria patients and four healthy individuals with rapamycin in culture.

They observed that the progeria cells showed a reversal in the structural alterations of the nucleus that are associated with the disease and less DNA damage.
The drug also reduced the symptoms of aging in both the progeria and healthy cells. Dr. Dimitri Krainc of the Massachusetts General Hospital Institute for Neurodegenerative Disease, a co-author, demonstrated that the rapamycin activates an intracellular pathway that initiates degradation of proteins not needed by the cells.
The level of progerin in the rapamycin-treated cells declined by half, the team found.

“It is known that during ageing, our cells accumulate by-products of normal cell function,” said Dimitri Krainc, one of the co-authors of the study.

“Our body’s ability to remove this debris declines with ageing and it is thought that even a small activation of this ‘debris removal’ system would extend the health and life-span of our cells and organs.”

NIH Director Dr. Francis Collins, co-author of the study said that "It would be interesting to contemplate if what we learned here can be used to extend our own lifespan."
The experiments may also reveal clues about the normal aging process and how to potentially slow it down

The study is published June 29 in the journal Science Translational Medicine.
